Warren O’Leary

Warren is a Director of Asset Factor Business Services having joined the team following a number of board level purchasing and procurement roles to take a commercial supply chain management lead.

Warren is a chartered surveyor with further post graduate qualifications in construction law and arbitration and membership of the Chartered Institute of Purchasing & Supply. He is a strategic thinker with highly effective people management skills and is commercially astute with a proven track record in delivery to tight timescales. He has a reputation for using innovative solutions to challenge conventional practice.

After a senior role as Consultancy Director in Symonds FM, Warren led the innovative procurement solution of FM services on the DSS / DWP PRIME Contract. On completion, he moved to be the Group Logistics Director of Regus covering all capital and revenue expenditure management during the high growth late 1990s.

He then took on the Operations Director role with Chubb Electronic Security to introduce supply chain rationalisation and efficiencies within service delivery, and subsequently became the Director of Facilities with the University of East London – covering the management of 1m sq ft, a facilities team of 160 direct employed and 140 contracted staff; a revenue budget of £9m p.a. across building and engineering maintenance, cleaning, catering, security, accommodation services, conferencing and post room; and a capital works budget of £90m.

Specific examples of the application of innovative and commercial sound procurement by Warren include: re-structuring of the in-house management team and external service providers to improve service provision and reduce costs for Abbey National across 1m sq ft of UK-wide retail and commercial sites; supporting the relocation of Barclays Capital (then BZW) to 750k sq ft of new Docklands premises with an overhaul and rationalisation of FM contracts to improve service to complement the new environment; leading the re-procurement of c.£80m p.a. of support services for Trillium within 16m sq ft of UK-wide outsourced DSS / DWP buildings; and creating a global supplier base of primary and secondary providers to deliver rapid expansion alongside effective service support of the serviced office portfolio for Regus resulting in an expansion profile, on average, of two Business Centres a week opening somewhere in the world every week for approximately nineteen months.
